Economic and Social Council criticizes lack of strategic direction … – RTP


 The working document for discussion at the Economic and Social Council (CES), says that the proposed GOP Government does not meet “the objective presentation of a strategic direction for 2015 and is limited largely to describe the measures taken by the Government in the last three years. ”
 

 “Failure as well as a proposal by the Government, the political economic and social development, properly articulated with the Proposed State Budget for 2015″, says the preliminary version of the draft opinion that the Lusa had access in the discussion working group of the Specialized Committee on Economic and Social Policy (CEPES) CES.
 

 The Committee considers that the text of the GOP shows “a difficulty of synthesis in the presentation of policy measures, translating so often disintegrated into a collection of various sectoral contributions.”
 

 “This concern is confirmed by the CES own institutional evolution of public administration over the past few years, in which the organic planning has been losing importance in favor of financial and budgetary logic” he says.
 

 The Committee justifies its position with the analysis of the “quantity of organisms that have been created (UTAO, UTAP, UTAM, Council of Public Finance, etc.) focused exclusively on budgetary and financial aspects and the loss of importance of the whole Organic planning that virtually disappeared from the structures of public administration “.
 

 “The Government has been replaced by this organic acquisition of external services, or companies requested the experts often unaware of the problems under consideration, the reality of the country and the spirit of the Public Administration mission,” says the draft opinion.
 

 The EEC also criticized the GOP does not speak of the position of Portugal against the euro and recommended that it be included in the text of the GOP.
 

 “The presence of Portugal in the Euro Zone is surely the most determinant of the future of Portuguese society. CES can not accept that a subject of such size, it has had several outcrops by European leaders, including the President of the European Central Bank, which clearly indicate that this is a matter that will be discussed shortly, is totally ignored in a document that should be of strategic direction of the country, “says the ESC.
 

 The Committee recommends that this analysis is part of the text of the document because the GOP believes that “without the knowledge of the position of Portugal on reforms to operate in the euro zone is very difficult to strategically analyze the country’s future.”
 

 In the working document, the Committee also draws attention to the absence of reference to the policies of the State Reform, “merely stating the GOP to the restructuring measures of public administration, particularly those relating to human resource management.
