It is a return to “constitutional normality” with this state budget (OE) in 2016, says the Government, the voice of the Foreign Minister, when the authorities admit that the document does not comply with the Local Finance Law. Although approved, the OE continues to be a source of edginess, particularly in the VAT of school meals.

The mayors of PSD gathered to criticize the lack of VAT reduction in school meals to 13 % considering about a “scandal” to correct. Yesterday, the Secretary of State for Fiscal Affairs, Rocha Andrade had to come and explain that school meals are covered by the VAT to 13%, to counter criticism of the Social Democratic mayors. “The standard speaks generally of providing meals to 13% and school meals are naturally covered,” he said. The National Association of Municipalities now defends VAT to 6% in school meals.

Amid the atmosphere of edginess, financial Moody’s rating agency said that the adoption of the Budget State 2016 is “positive” and enhances the credibility of the country with the markets. Analysts also applaud the “reverse course” of the government against the budget draft, which did not impose austerity measures, unlike the final version passed by the left.
